The series grew from a puppet variety show that Kevin Carlson and James Murray were already performing; Dina Fraboni, who had introduced them to theatre, joined as co-creator. In that original format Timmy was simply the show's host — the move toward an adventure character shaped the series into what it became. The main puppets were built by Bob Fappiano, whose company Fappiano Puppets had previously constructed the puppets for the ALF series, with additional puppets and puppets by Christine Papelexis and character designs by Drew Massey and Fappiano.

The performer roster carries considerable puppetry pedigree: Carlson both voiced and performed Timmy, Murray built and performed Cavity Goon in addition to co-creating the show, and Phil Baron — best known as the voice of Teddy Ruxpin — served as both puppeteer and voice actor. Bruce Lanoil performed Miss Sweety and Sidney Cyclops, and Cheryl Blaylock brought Bubbles Gum to life. The most telling fabrication detail is Brushbrush, Timmy's constant companion: Murray built him from a paint stick and a floor brush picked up at Home Depot.

Several original puppets have gone on to second lives. The Cavity Goon puppet was repurposed as 'Cranky the Cameraman' in the FOX series Greg the Bunny, while Sidney Cyclops, Annette, and Bubbles have reappeared on Carlson's Puppet Greetings website. Timmy resurfaced in 2020 in Carlson's YouTube videos, interacting with a puppet therapist over Zoom during quarantine — Carlson still holds the original puppet, though its animatronics have aged. Bruce Lanoil retains the original Miss Sweety puppet.
