An aging André Toulon, hiding in Switzerland in 1944, begins to tell his story after Blade unearths the head of Cyclops, one of his earliest puppets. The account reaches back to 1902 Paris, where a young Toulon runs a Magic Theatre and receives, from a dying Egyptian sorcerer, the secret of bringing figures to life. With that knowledge he animates his puppets — giving them the souls of fellow puppeteers slain by the servants of the god Sutekh — and leads them into battle to rescue his beloved Ilsa.

The seventh installment in the franchise is the only one to feature so-called «retro» versions of the saga's iconic puppets: Retro Blade, Retro Pinhead, Retro Six-Shooter, Drill Sergeant (Retro Tunneler), Doctor Death, and Cyclops. These figures sport a deliberately rougher finish than their modern counterparts, underscoring their status as Toulon's earliest creations. The technical choice was dictated by budget rather than aesthetics: with roughly $30,000 and a two-week shoot in Romania, the production abandoned the stop-motion animation that had defined earlier entries in favor of rod-and-string puppetry. The result is noticeably less fluid manipulation than in previous installments, and the puppets occupy a more limited place in the on-screen action.

It is also the final appearance of actor Guy Rolfe as the elder Toulon, a presence that had accompanied the puppets since «Puppet Master III». Director David DeCoteau, credited under the pseudonym Joseph Tennent, and screenwriter Benjamin Carr worked from a story by Charles Band that originally placed the action after «Puppet Master III», with the puppets aboard a train — a concept abandoned before filming began. The film has since been remastered from the original 35 mm negative for its Blu-ray release.
