Rocky was designed and built by Neal Scanlan and his creature team, veterans of large-scale franchise productions. Lead puppeteer James Ortiz—a puppet designer, director, and performer with deep roots in theatre—headed a crew of three to six puppeteers known as the «Rockyteers»: Ortiz operated the main body and central face/shell while the rest of the team handled the limbs. CGI was reserved exclusively for removing the puppeteers in post-production and for complex motion sequences, such as Rocky traveling inside a transparent sphere; the performance foundation was always practical and on-set.

Before principal photography, Ortiz built a hand-puppet version of Rocky for a chemistry read with Ryan Gosling, establishing the dynamic between the two characters from the outset. The final animatronic featured sophisticated motors—some in beta versions used for the first time in a film production—and was engineered to deliver a wide expressive range despite having no conventional face. The physical presence of the puppet on set proved decisive for Gosling's relationship with the character, enabling natural interaction and improvisation that a purely digital solution could not have provided.

One of the production's most characteristic decisions grew from a mechanical limitation: the puppet could not physically perform a thumbs-up gesture, so the signal was simply inverted and thumbs-down became Rocky's sign of approval—a recurring trait that ended up defining the character. Ortiz's voice, originally treated as a placeholder, was retained permanently by directors Phil Lord and Christopher Miller after early screenings, won over by his performance and the chemistry it generated with Gosling.
